All Charges Telegram CEO Pavel Durov is Facing in France

Telegram CEO Pavel Durov is currently in custody in France, following his detention on August 24, 2024. He was arrested in Le Bourget at 8:00 p.m., as part of a broader investigation launched by the Paris prosecutor’s office on July 8, 2024. The investigation focuses on serious allegations involving organized crime activities facilitated through Telegram.

Possible Charges Against Pavel Durov 

Durov’s detention is linked to several severe allegations. He may face charges related to complicity in running an online platform that allegedly enabled illicit transactions tied to organized crime. The investigation also explores accusations of complicity in the possession and distribution of child pornography.   • Complicity in organized fraud and conspiracy to commit crimes punishable by at least five years in prison. 
  • Providing unauthorized cryptographic services aimed at ensuring confidentiality without proper declaration. 
  • Importing cryptographic means without the required declaration, potentially breaching data systems. 

Investigation Details and Legal Proceedings 

The investigation is led by the C3N and the ONAF. Due to the seriousness of the charges, Durov’s custody has been extended to 96 hours, which is within the legal limits allowed by French law. 

Telegram has publicly stated that Durov has “nothing to hide.” However, Paris prosecutor Laure Beccuau clarified that the investigation remains “against person unnamed,” meaning Durov’s involvement is still under review. French legal proceedings give magistrates significant investigative powers, which could lead to formal charges or a decision to drop them if evidence is lacking.
